RT/Place Stream Build

Inspired by the ant-colony idea featured in the Terraria Stream Build, the idea was to expand on the original r/place idea as seen on Reddit, and make a canvas where people can only place or delete blocks once every x seconds.

A small plugin created by Jim allowed the timelimit to be set in place and was controlled by RT. Starting at an original cooldown of one minute, it was later reduced to fifteen seconds for the remainder of the stream, and was lowered yet again to just three seconds at the very end of the event to finish the desired look.
